Union Minister of Rural Development, Agriculture and Farmers Welfare Shivraj Singh Chouhan on Tuesday launched PMGSY‑IV (Batch‑II) at Srinagar’s lakeside Sher-i-Kashmir International Convention Centre (SKICC), underscoring that Jammu and Kashmir holds “special emotional and developmental importance”. 

In his address, Chouhan emphasised that road



connectivity is the backbone of inclusive growth, noting that development remains incomplete until every remote habitation is linked with reliable infrastructure. 

He highlighted that PMGSY‑IV (Batch‑II) will substantially expand rural access across the Union Territory, especially in areas still struggling with difficult terrain and limited mobility.
