One could be fined up to Rs 5,000 if caught violating Delhi government’s odd-even vehicular restriction when it kicks next month for 15 days, aside from their car possibly being impounded.
The charges could be leveled under three existing acts, including Section 194 of the Motor Vehicles Act that applies to truck and commercial vehicles and restricts their entry in Delhi at certain times. This carries a fine of Rs 2,000.
“It will be easy to make this implementable as the Delhi government will only have to issue an executive order to extend the restrictions to cars and any legal tangle can be avoided. But it is also some people’s view that the penalty should



be more stringent. We are looking at a provision to impound cars and this will require a change in the state Act,” said a senior transport department official.
As per the restriction which will be in place between January 1 and January 15, cars whose registration numbers end in odd digits will be allowed to ply on odd numbered dates while those that end in even digits will be allowed to ply on even numbered dates.
The other option that government officials are exploring is a fine a polluter will have to pay under the Air (Prevention and Control of Pollution) Act for flouting rules in pollution controlled areas. This carries a penalty of Rs 5,000.
