New Delhi: Congress leader and former Union Minister Kapil Sibal said that for self-reliant India, the government should enhance the facility of research and development at the university level, otherwise the nation cannot be self-sufficient.

Sibal said that our research and development spending is just 0.7 percent of GDP, while in Israel 4.6 percent, in Korea 4.5 percent, in Germany 3 percent and in France 2.2 percent is spent on research and development. We need to increase it further.

HIGHLIGHT:

  • The PM on May 12 asked the country to go vocal for local and announced an economic package to make the country self-reliant and termed it as “Atmanirbhar Abhiyaan”: Kapil Sibal
  • The wealth of the country is not linked to industries, not to exports, to production, not to taxes, but to the things by which intellectual property is connected. Intellectual property happens in universities, not factories.
  • If you want your nation to be wealthy, you will have to invest in the university system for innovation and creating of intellectual property.
  • Unless you invest in universities, a nation will never be self reliant only upon the PM’s announcement. Tell the nation about your economic policy, industrial policy, manufacturing policy. The nation wont be self-sufficient with just a slogan.
  • Only 0.7% of GDP is being spent on Research & Development in the country. According to World Bank data, many countries are far ahead of us.
  • According to a World Economic Forum report in 2019, India is ranked 68. In such a situation, how will we become self-sufficiency? India’s manufacturing capacity is 16-18% of the GDP and service sector is around 59%.
  • Central government contributes the most in research and development. The Department of Atomic Energy, Department of Space and Department of Science and Technology are involved, there is not much contribution of private sector in it.

  • In Australian- Govt contributes 13%, businesses- 53%, higher education- 31%.
  • In Canada- Govt contributes 7%, Business- 52%, Higher Education- 41%
  • This shows University is bastion of research & govt is running its agenda there
  • Government gets oil at a low price, but they have been selling at a higher price. Now, the logistics cost will increase, and then it will not stand anywhere in the competition. Why doesn’t the PM say anything about it?
  • In Thailand, Malaysia, Indonesia, Taiwan, China, Korea, manufacturing accounts for 30–50% of GDP, whereas ours is 16–18%. How do we ‘Make in India’ in such a situation?
  • We import $ 60 billion worth of electronic equipment every year. 88% of mobile components come from China. 70-90% of medical devices come from outside. How will the government change that?
  • Indian solar power sector imported solar modules & cells totalling nearly $2.59 billion in 2018. India imports around 85% of its total requirement of active pharmaceutical ingredients from China. India imported around Rs 249 billion worth of key ingredients, in FY19
  • About 27% of the roughly $17.5 billion worth of component imports annually into India comes from China, followed by Germany (14%), South Korea (10%), Japan (9%) and US (7%)
  • India imports textile raw materials including synthetic yarn, synthetic fabric, buttons, zippers, and hangers from China.
  • Almost 20 percent of India's colors and dyestuff industry creation was hit because of a disturbance in crude material from China. 

  • According to National Sample Survey, 2017-18, under 27% Indian family units have in any event one part with access to the web. Among the most unfortunate 20 percent family units, just 2.7 percent have a PC and under 9 percent approach the web.
  • Only 66 % of Indian households own a TV set. A 2018 NITI Aayog report revealed that 55,000 villages in India did not have mobile network coverage. According to experts, only higher and focused expenditure on the education sector can bridge this digital divide.
