AICC president Mallikarjun Kharge claimed that it was pressure from the Congress and public demand that forced the Modi government to finally agree to conduct a caste-survey along with the general census— a demand some BJP leaders had earlier dismissed as divisive. He warned that the government must begin the process within three months, or it would be clear that the move was only for show.

‘Samvidhan Bachao’ rally in Hubballi, Kharge said, “When Rahul Gandhi and I demanded a caste survey two years ago, the Modi government ignored us. I wrote a letter to the Prime Minister on April 16, 2023, explaining how such a move would help understand the social, economic, and educational conditions of Backward Class and marginalised groups. Now, due to pressure from Congress rallies and public mobilisation, the government has accepted it."
