The Delhi Police Special Cell has arrested nine suspected terrorists allegedly linked to a Pakistan-based network involving the Inter-Services Intelligence (ISI) and elements of the Mumbai underworld. Officials said the accused were planning attacks on key installations and security personnel in Delhi, Mumbai and other major cities.

According to investigators, the group was operating under instructions from handlers based across the border and had been tasked with carrying out targeted attacks to create panic and disrupt security. The arrests were made following a coordinated operation by the Special Cell based on specific intelligence inputs.

Anil Shukla of the Delhi Police Special Cell said that Glock pistols and four grenades made in the Pakistan Ordnance Factory were recovered. The grenades were later destroyed with the help of the NSG in an isolated area of Mehrauli.

Investigation has revealed that the accused were allegedly in touch with the ISI through the Shahzad Bhatti network and were receiving instructions regarding potential targets. Officials suspect the module was planning attacks on vital installations and members of the security forces.

According to police, the accused carried out extensive reconnaissance in Mumbai and Delhi. Several bridges were recce?d in Mumbai, while in Delhi reconnaissance was conducted at multiple government buildings, crowded areas, and locations with security personnel.

Sources said the arrested individuals belong to different states, including



Delhi, Maharashtra and Punjab. Some foreign nationals are also among those detained, including a 66-year-old Nepalese man who had come to Delhi to arrange funds.

Investigators are also probing alleged links between the accused and the Mumbai underworld after Munna Jhingra ? a close associate of Dawood Ibrahim and Chhota Shakeel ? emerged as a key link in the case. According to Shukla, Jhingra has been running terror operations from Pakistan.

According to investigators, he is believed to be Syed Muddasar Hussain. He is currently based in Pakistan and was reportedly involved in an attack on Chhota Rajan in 2000.

He is originally from India, but while he was in Bangkok, Dawood Ibrahim and Chhota Shakeel, along with the ISI, allegedly deployed several lawyers in a Bangkok court and managed to establish him as a Pakistani citizen, leading to his deportation to Pakistan.

Meanwhile, the Special Cell is now examining the financial trail, communication records, and wider network associated with the module. Agencies are trying to determine whether additional operatives are active in other parts of the country and whether the accused had conducted reconnaissance of potential targets.

The arrests come amid heightened security concerns, and officials described the operation as a significant breakthrough in preventing a possible terror plot. Security has been tightened at sensitive locations, while intelligence agencies continue to assess the scale of the network and its alleged cross-border connections.
