Xi is trying to rewrite the ‘rules of succession’ in Chinese political history as was done by Deng Xiaoping after Mao Zedong’s death. The president hailed 2021 as "a year of milestone significance" and noted that the Communist Party's third resolution on history was passed at a meeting in November at the sixth plenum.
