Guidelines have been issued for transfer and posting of State government employees for district cadre posts as well as zonal cadre and multi-zonal cadre posts separately. The transfers and new postings of employees will be taken up through counselling as per the new local cadre fixed under the Presidential Order 2018.

Officials concerned have been directed to complete the entire process within a week and employees must report in their new postings within three days thereafter. The State government will take serious note of any violation in this regard.

As per the guidelines, postings and transfers of employees within the newly allotted cadres will be done by the committee comprising District Collector and district head of the department concerned. The seniority list will be prepared based on the new local cadre. The government is taking options from the employees to take up counseling, transfer and new postings.

Employees who are currently serving within the jurisdiction of the same local cadre to which they have now been allotted should be deemed to have been posted in their current posts and they should not be considered for fresh posting, for the time being. All employees allotted to the new local cadres but not currently serving within the limits of the newly allotted cadre shall be given fresh posting in the newly allotted cadres.

For instance, an employee of erstwhile Adilabad district who is currently serving in Mancherial district and allotted to the same district should be deemed to be posted in his/her present posting and need not be considered for fresh posting, for the time being. However, an employee of erstwhile Adilabad district who is currently serving in Nirmal district and allotted to Mancherial district, should report to Mancherial district for posting.

A seniority list should be



prepared in respect of the employees for each category of posts in the new local cadre. The district heads of the departments concerned will prepare these lists for the district cadre posts, followed by the approval from the District Collector. All the departments have been instructed to work out the vacancies available for filling up in the category or local cadre in the existing vacancies before the process of allotment and also vacancies arising on account of movement of employees out of the cadre.

The authorities concerned have been directed to ensure that posts are allotted in each category and cadre, only after considering the administrative/functional needs in the local cadres or the department. They also should ensure that minimum operational staff is available in offices and functional units, even in remote areas.

Meanwhile, the employees have been asked to indicate their preferences along with the order of such preferences, for all allocable posts/locations in that category, failing which the competent authority will give postings as per guidelines. To ensure that the postings and transfers are carried out in a transparent and objective manner, the officials have been instructed to involve a member from Telangana Gazetted Officers Association (TGOs), Telangana Non-Gazetted Officers (TNGOs) and other employee associations recognised by the State government.

Special category and spouse cases will be given priority. Additional operational guidelines will be issued for the departments of Police and revenue-earning departments like Commercial Taxes, Prohibition and Excise departments and also Stamps and Registration Departments, to meet the administrative/ functional requirements of the department. Seperate operational guidelines will be issued for postings in zonal and Multi-Zonal Cadres.
