The State government on Tuesday issued orders lifting a ban on transfers of employees. However, the order is not applicable to everyone as employees drafted or appointed for census-related work are ineligible for such transfers.

This clause mentioned in point number 11 has dashed the hopes of many employees, particularly teachers who are drafted into census work. The order specifically mentioned that the transfers should be made from May 1 to 31, 2026. The ban on transfers would come into force effective June 1, 2026.

As per the orders, persons having completed three years in a particular station as on January 1, 2026 are eligible for transfers. However, this condition need not be followed in respect of transfer requests on spouse grounds.

Employees beyond four years of service in a particular station as on December 31, 2025 should not be retained. However, employees who are retiring before May 31, 2027 should not



be transferred despite completing four years of service, unless they make a specific request for their transfer, the order stated.

Based on this transfer policy, the Education department would formulate detailed operational guidelines for transfer of teachers and lecturers. The Police department would frame specific guidelines for transfer of police personnel separately.

All transfers should be effected by the competent authorities as per the existing rules and orders on delegation. They should be effected only with the approval of the committees constituted for the purpose.

The government directed that the entire process should be completed as per the schedule of transfers.

The employee would be deemed to have been relieved at the end of three days from the issue of the transfer order. Any violation in this regard would be viewed seriously by the government, the orders said.
