Justice MS Ramachandra Rao of the High Court at Hyderabad on Monday directed the government of Telangana to grant permissions to B Ed colleges to be set up under Section 20 of the Telangana Education Act, 1982. 
The judge was dealing with a batch of petitions questioning the action of the universities in the State in refusing to grant affiliation on the ground that the government of Telangana had not issued any Government Order granting permission under Section 20 of the AP Education Act, 1982 adopted by the government of



Telangana. 
The judge said the State government had no power in refusing the prayer of an institution for grant of permission or to overrule the decision of the National Council for Teachers Education (NCTE). “Once the NCTE had granted recognition, it is deemed and implied that it has satisfied itself that the institution in question has adequate financial resources, accommodation, library, qualified staff and laboratory required for proper functioning of the institution for a course or training in teacher education," Justice Ramachandra Rao said.
