Friday, Harish Rao said the Congress had promised to allot exclusive funds under the BC Sub-Plan even in the presence of Karnataka Chief Minister Siddaramaiah, besides implementing the SC declaration included in its manifesto.

 However, Chief Minister A Revanth Reddy had failed to take even a single step forward in this direction so far, he said.
