According to Dr Parvaiz the lecture has been instituted in the name of Mohammad Quli Qutb Shah as he represented a high point in the syncretic culture of India, especially in the Deccan.

Mohammad Quli Qutb Shah who

founded Hyderabad and shifted his capital from Golconda to the newly built city is known for taking keen interest in the improving the condition of the people in his region. His reign is also known for cordial relations between people of different faiths.

He is the first poet in Deccani language whose collection of works (diwan) was published. He is also known to have written poetry in Telugu and bestowed honours on persons of letters.
